شناسایی و اولویت بندی ریسک در پروژه انتقال آب خلیج فارس به صنایع معدنی جنوب شرق کشور به روش سلسله مراتبی AHP (مطالعه موردی قطعه دوم از طرح انتقال آب خلیج فارس)

چکیده
در ایران چندین دهه است که منابع آب به صورت بی رویه و ناپایدار مورد بهره برداری قرار می گیرد. در این میان، استفاده از منابع آب نامتعارف به عنوان گزینه ای نوید بخش برای تخفیف فشارهای کمی و کیفی بر منابع آب رایج در سطح جهانی، اهمیت ویژه ای دارد. در این میان، شیرین سازی آب دریا و انتقال آن به مقصد های تعیین شده اهمیت ویژه ای دارد. هدف این کار تحقیقاتی شناسایی و ارزیابی ریسک در پروژه انتقال آب خلیج فارس در قطعه دوم از طرح انتقال آب خلیج فارس می باشد. امروزه این اصل پذیرفته شده است که فعالیت های انسانی باید در راستای توسعه پایدار و تحقق اهداف آن باشند. این اصل شامل مدیریت ریسک در پروژه انتقال آب خلیج فارس نیز می شود. در این تحقیق شناسایی ریسک از طریق مصاحبه با 16 نفر از افراد خبره و به روش تحلیل سلسله مراتبی(AHP) برای بخش های مختلف کارفرما، مشاور و پیمانکار انجام شده و وزن هر کدام توسط فرآیند تحلیل سلسه مراتبی مشخص گردید. با بررسی در حوضه های کار فرما، مشاور و پیمانکار، اولویت اول در بخش کارفرما معیار عدم تجربه کافی نیروهای انسانی و نداشتن تخصص، در بخش مشاور معیار دقت پائین نقشه های اجرایی و بی توجهی به جزئیات ،در بخش پیمانکار معیار تخصیص دیر هنگام منابع مالی مشخص گردیدند

چکیده English

In Iran, water resources have been exploited irregular and unstable for several decades. In the meantime, the use of unconventional water resources as a promising option to mitigating the quantitative and qualitative stresses on common water resources at the global level is important. Among these, desalination of sea water and its transfer to designated destinations is very important. The purpose of this research is to identify and assess risk in the Persian Gulf water transfer project. In this research, risk identification was done through interviews with 16 experts by analytical hierarchy process (AHP) for different sections in the employer, consultant and contractor and the weight of each was determined by the hierarchical analysis process. By Study in the fields of employer, consultant and contractor, the first priority in the employer's department is the lack of experience and expertise of human resources, in the consultant's section, the low accuracy of executive plans and inattention to details, in the contractor's section, late allocation of financial resources. Today, this principle is accepted that human activities should be in throw in sustainable development and the realization of its goals. This principle also includes risk management in this project. risk management, more than other activities should be considered and it is necessary to be more precise in these cases.
