ارایه الگویی برای موانع پیشرفت پروژه های انبوه سازی مسکن ایران(مورد مطالعه: شهرکرمانشاه)

چکیده
کندی و عدم‌پیشرفت در اجرای موقفیت پروژه های انبوه سازی مسکن شهری حاکی از وجود موانع و مشکلات ریشه‌ای می ‌باشد که به‌طور جدی بازسازی و توسعه فضای شهری را در معرض تهدید قرار می دهد و از آن می ‌توان به ‌عنوان بحران پروژه های عمرانی نام برد. در این راستا، مطالعه حاضر با رویکرد آسیب شناسانه با ارایه الگویی به شناسایی موانع پیشرفت پروژه های انبوه سازی مسکن ایران می پردازد. این تحقیق به لحاظ روش شناسی از نوع کیفی و نظریه داده بنیاد است و مشارکت کنندگان آن صاحبنظران حوزه پروژه های انبوه سازی مسکن می باشند که به صورت هدفمند و اشباع نظری 30 نفر از آنها انتخاب شدند. ابزار گردآوری داده ها، مصاحبه های نیمه ساختار یافته و ابزار تحلیل داده ها نیز استفاده از سه فرایند کدگذاری باز، محوری و گزینشی بود. یافته ها، موانع پیشرفت پروژه های انبوه سازی مسکن را در 6 مقوله اصلی، 12 مقوله فرعی و 69 شاخص شامل؛ موانع کالبدی-زیست محیطی، اقتصادی-مالی، فرهنگی-اجتماعی، نهادی-مدیریتی، فنونی-حقوقی و مکانیابی-امکانات که براساس منطق و ارتباط دادن آن با هم، نشان داد. از این رو، به نظر می رسد متولیان پروژه های انبوه سازی مسکن کشور با رفع این موانع می توانند در برنامه ریزی ها و سیاست های خود، زمینه کاهش تأخیر در پیشرفت پروژه های انبوه سازی مسکن را در سطح شهری فراهم آورند

The delay and lack of progress in implementing large-scale urban housing projects indicate the existence of fundamental obstacles and problems, which seriously threaten the reconstruction and development of urban spaces and can be described as a crisis in construction projects. In this regard, the present study, with a diagnostic approach, seeks to identify the obstacles to the progress of mass housing projects in Iran by presenting a model. Methodologically, this research is qualitative in nature and based on grounded theory. The participants are experts in the field of mass housing projects, of whom 30 were purposefully selected until theoretical saturation was achieved. The data were collected through semi-structured interviews, and the data analysis was conducted using the three coding processes of open, axial, and selective coding. The findings revealed the obstacles to the progress of mass housing projects in six main categories, twelve subcategories, and sixty-nine indicators, including physical–environmental, economic–financial, cultural–social, institutional–managerial, technical–legal, and location–infrastructure barriers, identified based on logic and their interrelationships. Therefore, it seems that by addressing these obstacles, the authorities of mass housing projects in the country can create the conditions for reducing delays in the progress of urban mass housing projects through their planning and policies.
