شناسایی عوامل تأخیر و تعارض‌ها در چرخه حیات پروژه برای ‌پروژه‌ها‌ی صنعتی

چکیده
در دنیای امروز که پروژه‌های صنعتی به‌عنوان موتور توسعه و پیشرفت اقتصادی شناخته می‌شوند، شناسایی و تحلیل عوامل تأخیر و تعارض‌ها در چرخه حیات این پروژه‌ها از اهمیت ویژه‌ای برخوردار است. چرخه حیات پروژه شامل مراحل مختلفی از جمله برنامه‌ریزی، اجرا، نظارت و خاتمه است که هر یک می‌توانند تحت‌تأثیر عوامل مختلف داخلی و خارجی قرار گیرند. تأخیرها و تعارض‌ها، چه به‌صورت جداگانه و چه به‌صورت ترکیبی، می‌توانند تأثیرات منفی قابل‌توجهی بر عملکرد پروژه‌ها داشته باشند. در این پژوهش، عوامل تأخیر و تعارض در پروژه‌ها به‌صورت دسته‌بندی‌شده بر اساس فرایندهای مدیریت پروژه و چرخه حیات پروژه تحلیل شده‌اند. دلایل تأخیر و تعارض در پروژه‌های صنعتی ایران و سایر کشورها مورد بررسی قرار گرفته و هر یک در قالب حوزه‌های مختلف مدیریت پروژه طبقه‌بندی و رتبه‌بندی شده‌اند. نتایج نشان می‌دهد که عدم مدیریت دانش پروژه می‌تواند به تأخیرها و تعارض‌ها دامن زده، بهره‌وری را کاهش داده و ریسک‌های پروژه را افزایش دهد. علل تأخیر در پروژه‌های بزرگ صنعتی و نفتی تقریباً مشابه است و تنها میزان تأثیر آنها با توجه به شرایط متفاوت است. در این مقاله تلاش شده است تأخیرها و تعارض‌ها شناسایی و به طور دقیق در چارچوب استاندارد پیکره دانش مدیریت پروژه و فازهای پروژه طبقه‌بندی شود. مطابق نتایج پژوهش حاضر مهم‌ترین دلایل تأخیر و تعارض در حوزه مدیریت دانش پروژه شامل: تأخیر در پرداخت کارفرما؛ برنامه‌ریزی ضعیف؛ تأخیر در تحویل متریال؛ تغییر محدوده؛ ارائه قیمت‌های نامناسب توسط پیمانکاران به‌منظور پیروزی در مناقصه؛ ضعف ارتباطات؛ و ضعف در طراحی در کشورهای مختلف جهان است.

In today’s world, where industrial projects are recognized as the engine of economic development and progress, identifying, and analyzing the factors of delay and conflicts throughout the lifecycle of these projects is of special importance. The project lifecycle includes various stages such as planning, execution, monitoring, and closure, each of which can be influenced by various internal and external factors. D&Cs, whether individually or in combination, can have significant negative impacts on the performance of projects. In this study, the factors of d&c in projects have been categorized and analyzed based on the knowledge areas of project management and the project lifecycle. The causes of d&c in industrial projects in Iran and other countries have been examined, and each has been classified and ranked according to different areas of project management. The results show that a lack of project knowledge management can exacerbate delays and conflicts, reduce productivity, and increase project risks. The causes of delays in large industrial and oil projects are almost similar, with only the degree of their impact varying based on different conditions. This paper attempts to identify delays and conflicts and precisely classify them within the framework of the project management knowledge areas and the project lifecycle. This study identifies several key reasons for delays and conflicts in PMBOK across various countries. The most significant factors include delayed payments from employers, inadequate planning, late delivery of materials, changes in project scope, contractors submitting unrealistic bids to secure tenders, ineffective communication, and subpar design.
