Claims management, as one of the fundamental challenges in construction projects, is a process whose proper identification, analysis, and management are essential to prevent disputes, delays, and additional costs. Despite the significance of this process, evaluating its efficiency in projects is inherently complex. Conventional Data Envelopment Analysis (DEA) models, due to their static nature and reliance on historical data, are unable to provide a framework for future forecasting and decision-making. This research aims to propose a hybrid model to address this deficiency and improve the efficiency evaluation of claim management processes. To this end, by employing a System Dynamics (SD) simulation approach, the inputs and outputs of the claim management process are forecasted for future time intervals, which are subsequently evaluated using a DEA model. To validate the proposed model, the performance of ten major urban construction projects in Tehran province was analyzed. The results obtained from the model determined the efficiency status of each project during the specified period. Finally, by identifying inefficient units, performance improvement strategies and operational solutions were proposed to shift these projects toward the efficiency frontier. The findings of this study demonstrate that the proposed hybrid approach, by shifting the perspective from retrospective analysis to proactive/predictive approaches, provides an effective decision-making tool for managers to optimize resource allocation while mitigating risks arising from contractual claims in construction projects.
