The time-cost-quality trade-off problem in projects is a major multi-objective challenge in project management, often accompanied by uncertainties in estimating key parameters that significantly affect execution, final quality, and costs. This study aims to develop a comprehensive mathematical model based on Huang’s mean-variance approach to simultaneously consider uncertainties in time, cost, and quality, providing a set of Pareto-optimal solutions for project scheduling. Deterministic and probabilistic models were implemented using LINGO software and the epsilon-constraint method on three hypothetical projects of different sizes. Results showed that costs remained within a controllable range, and there is a direct and significant relationship between schedule quality and project duration, where longer schedules resulted in higher quality and shorter schedules had lower quality. While costs remained relatively stable, time and quality were influenced by various uncertainties, reflecting the complexities of real construction projects. These models contribute to reducing variability in time and quality, optimizing resource allocation, and decreasing costs caused by delays and quality deficiencies. Ultimately, this research provides an efficient and practical tool to assist project managers and planners in making better-informed and optimized decisions during planning and control phases, thereby minimizing losses due to delays and uncertainties and improving project quality and productivity.
