تأثیر مدیریت‌پذیری تغییرات در کاهش تعارضات ذی‌نفعان کلیدی پروژه‌های عمرانی

چکیده
پروژه‌های عمرانی به‌واسطه ماهیت پیچیده و تنوع ذی‌نفعان، همواره در معرض تغییرات متعددی قرار دارند. این تغییرات می‌توانند به‌صورت مستقیم در پروژه اعمال شوند یا تحت تأثیر عوامل محیطی و سازمانی شکل گیرند. یکی از دلایل اصلی بروز تعارضات در این پروژه‌ها، نبود مدیریت مؤثر بر تغییرات است؛ چراکه اعمال اصلاحات بدون بررسی‌های لازم، ممکن است نیازها و انتظارات ذی‌نفعان را تحت تأثیر قرار دهد. در حالی که تغییرات مدیریت‌شده می‌توانند به بهبود عملکرد پروژه منجر شوند، تغییرات کنترل‌نشده زمینه‌ساز تعارضات جدی خواهند بود. تحقیق حاضر با هدف شناسایی عوامل مؤثر بر مدیریت تغییرات (نظیر شناسایی و توسعه تغییرات سودمند) و ارائه راهکارهایی از جمله طبقه‌بندی و رتبه‌بندی عوامل بر اساس گام‌های مدیریت‌پذیری تغییرات و نیز به‌کارگیری چهار استراتژی پاسخ به آن‌ها، به‌منظور کاهش تنش‌های میان ذی‌نفعان طراحی شده است. این مطالعه از نوع کاربردی و با رویکرد ترکیبی اجرا شده است. در مرحله کیفی، با بهره‌گیری از نظرات متخصصان، مفاهیم اولیه استخراج و پرسش‌نامه‌ای در ۱۱ محور تدوین گردید. در مرحله کمی، داده‌های حاصل از نظرسنجی میان ذی‌نفعان تحلیل شد. نتایج نشان داد ارزیابی دقیق تغییرات پیش از اجرا، نقش مؤثری در کاهش مقاومت و افزایش تعامل میان ذی‌نفعان دارد. همچنین، مشارکت فعال ذی‌نفعان در تصمیم‌گیری و تعریف دقیق نقش‌ها، از مهم‌ترین عوامل مؤثر در کاهش تعارضات شناخته شد. در نهایت، ۱۱ عامل کلیدی مؤثر بر مدیریت تغییرات شناسایی گردید که در این میان، سه عامل شامل «تغییرات الزامی»، «بررسی ناصحیح اصلاحات» و «خواسته‌های غیرمنطقی کارفرما» بیشترین تأثیر منفی را بر بروز تعارضات داشته‌اند.

چکیده English

Due to their inherent complexity and the diversity of stakeholders, construction projects are constantly exposed to various changes. These changes may be directly implemented or arise from environmental and organizational factors. One of the main causes of conflict in such projects is the lack of effective change management, as unexamined modifications may adversely affect the needs and expectations of stakeholders. While well-managed changes can enhance project performance, unmanaged ones often lead to serious disputes. This study aims to identify key factors influencing change manageability—such as recognizing and promoting beneficial changes—and propose strategies such as categorizing and ranking factors based on change management steps and applying four response strategies to help reduce stakeholder tensions. This applied research was conducted using a mixed-methods approach. In the qualitative phase, expert opinions were utilized to extract initial concepts and develop a questionnaire covering 11 main themes. In the quantitative phase, data from stakeholder surveys were analyzed. Findings indicate that a thorough assessment of changes before implementation significantly reduces resistance and enhances stakeholder engagement. Additionally, active stakeholder participation in decision-making and clearly defined roles were identified as key factors in minimizing conflicts. Ultimately, eleven critical factors influencing change management were identified, with “mandatory changes,” “inadequate review of modifications,” and “unreasonable client demands” having the most negative impact on project conflicts.
