رتبه بندی عوامل مؤثر بر همکاریِ بخش دولتی با بخش غیردولتی در پروژه‌های‌ ساخت، بهره‌برداری، انتقالِ آزادراهی ایران

چکیده
بخش دولتی به دلایل مختلف از جمله کمبود بودجه عمرانی، از سرمایه‌گذاری بخش غیردولتی در اجرای پروژه‌ها استقبال می‌نماید. یکی از روش‌های سرمایه گذاری بخش غیر دولتی، روش ساخت، بهره‌برداری و انتقال است. مدل‌ بدست آمده توسط شهبازی و همکاران که در آن مفهوم پردازی همکاری بین بخش دولتی با بخش غیر دولتی صورت گرفته حاکی از آن است که در هر یک از این پروژه‌ها عواملی همچون «ویژگی‌های بخش دولتی/غیردولتی، تصمیم‌گیری مشترک، اعتماد، تعهد، باور اعضا به منافع همکاری و فرآیند/ساختار» به عنوان پیش‌آیندهای علّی و همچنین عواملی همچون «نظام تأمین مالی، اقتصاد کلان، نظام اداری، تعامل انجمن صنفی، اثر تحریم، بلوغ قوانین و شایسته سالاری دولتی» به عنوان پیش‌آیندهای زمینه‌ای بر روی پدیده‌ی همکاری تأثیرگذارند؛ و همچنین مطلوب بودن پدیده‌ی همکاری باعث بوجود آمدن پس‌آیندهایی همچون «کارایی، نوآوری، رضایت، منافع و تمایل به سرمایه گذاری آتی» می‌شود. در این پژوهش سعی بر آن شده تا با ایجاد رتبه بندی بین پیش‌آیندها و پس‌آیندها، تأثیرگذار‌ترینِ آنها بر روی پدیده‌ی همکاری و تأثیرپذیرترین آنها از پدیده‌ی همکاری بدست آورده شود. بدین منظور با بهره‌گیری از روش‌های اسنادی و پیمایشی با رویکرد کمی و پس از جمع‌آوری داده‌ها مبتنی بر نظر خبرگانِ این حوزه و تحلیل آنها توسط «آزمون فریدمن» و با بهره‌گیری از نرم افزارSPSS این نتایج بدست آمده است که از بین پیش‌آیندهای علّی متغیرهای «تصمیم‌گیری مشترک، ویژگی‌های بخش غیر دولتی، اعتماد و فرآیند/ساختار» و از بین پیش‌آیندهای زمینه‌ای متغیرهای «نظام تأمین مالی، بلوغ قوانین و شایسته سالاری دولتی»تأثیر بسیار زیادی بر روی پدیده‌ی همکاری دارند؛ و همچنین از بین پس‌آیندهای مربوطه متغیر «کارایی» تأثیرپذیری با درجه اهمیت زیادی نسبت به مطلوبیت پدیده‌ی همکاری از خود نشان داد.

چکیده English

The governmental sector, for various reasons, including the lack of construction budget, welcomes the investment of the non-governmental sector in the implementation of projects. One of the investment methods is the B.O.T contracts. The model obtained by Shahbazi indicate that in each of these projects, factors such as "characteristics of the governmental/non-governmental sector, joint decision-making, trust, commitment, members' belief in the benefits of collaboration and process/structure" are The titles of factors that affecting on the phenomenon; And also factors such as "financing system, the macroeconomics system, administrative system, the interaction of the guild association, the effect of sanctions, the maturity of laws and government meritocracy" are the titles of moderating factors of the phenomenon of collaboration; Also, the desirability of the collaboration phenomenon causes consequences such as "efficiency, innovation, satisfaction, benefits and willingness to invest in the future". In this research, an attempt has been made to rank between the antecedents and the posteriors, the most influential of them on the phenomenon of collaboration and the most influential of them on the phenomenon of collaboration. For this purpose, by using documentary and survey methods with a quantitative approach and after collecting data based on the opinion of experts in this field and analyzing them by "Friedman's test" and using SPSS software, these results were obtained. It has been stated that among the factors that affecting on the phenomenon, the variables "joint decision-making, characteristics of the non-governmental sector, trust and process/structure" and among the moderating factors "financing system, maturity of laws and government meritocracy" have a great influence on the phenomenon of collaboration; And also, among the consequences, the "efficiency" variable showed an influence with a high degree of importance regarding the desirability of the collaboration phenomenon.
