رتبه‌بندی پیمانکاران با استفاده از مدل مارکوس و کوپراس (مطالعه موردی: شرکت گاز زاهدان)

چکیده
یکی از مهم‌ترین کارهایی که در تصمیم‌گیری برای اجرای پروژه‌ها می‌توان انجام داد انتخاب پیمانکار مناسب است. انتخاب پیمانکاران نامناسب باعث ایجاد مشکلاتی مانند تأخیرات زیاد، تحمیل هزینه‌های بالا و نامناسب بودن کیفیت اجرای پروژه‌ها می‌شود. ارزیابی و رتبه‌بندی پیمانکاران از تصمیمات مهم و حائز اهمیت بوده و به‌دلیل وجود معیارهای مختلف، از چالش‌های اساسی در پروژه‌های عمرانی است؛ لذا هدف این پژوهش، رتبه‌بندی پیمانکاران شرکت گاز زاهدان با استفاده از مدل مارکوس و کوپراس می‌باشد. از ادبیات و پیشینه پژوهش، مصاحبه با کارشناسان و خبرگان جهت شناسایی و تعیین معیارهای مؤثر از روش دلفی نیز استفاده شد. 7 دسته معیار اصلی شامل: منابع مالی، توان اجرایی و تجهیزاتی، توان فنی و برنامه‌ریزی، تجربه، حسن‌سابقه، کارکنان کلیدی و به گواهینامه تخصصی شناسایی شدند. از روش آنتروپی شانون برای تعیین وزن معیارها استفاده شده است. معیارهای تجربه، توان فنی و برنامه‌ریزی و کارکنان کلیدی با وزن‌های 0.17432، 0.17136 و 0.16879 به‌ترتیب در رتبه‌های اول تا سوم قرار دارند که دارای بیشترین وزن و با اهمیت‌ترین معیارها برای انتخاب پیمانکاران می‌باشند. نتایج نشان داد رتبه‌بندی در مدل مارکوس، گزینه‌ای بهترین رتبه را دارد که عملکرد مطلوب آن از همه بیشتر باشد. بنابراین، پیمانکار چهاردهم با مقدار 0.8931 در رتبه اول و پیمانکار پانزدهم با مقادیر0.8667 در رتبه دوم به عنوان برترین پیمانکاران نیز انتخاب شدند. مقایسه نتایج مارکوس و کوپراس نشان داد هر دو روش با یکدیگر مطابقت دارند که می‌توان به نتایج مدل مارکوس نیز اطمینان کرد. امکان در نظر گرفتن مجموعه‌ای از معیارها در حالی که پایداری روش را حفظ کند از مزایای مدل مارکوس است. بنابراین، می‌توان آن را روشی کارا با محاسبات ساده و دقیق برای رتبه‌بندی مورد استفاده قرار داد.

One of the most important things to do when deciding on projects is to choose the right contractor. Choosing inappropriate contractors causes problems such as high delays, high costs, and poor quality of project execution. The evaluation and ranking of contractors is one of the important decisions and is one of the fundamental challenges in construction projects due to the existence of various criteria; the aim of this research is to rank contractors of Zahedan gas company using the Marcos and Copperas model. Literature and research background, interviews with experts and experts were also used to identify and determine effective criteria of the Delphi method. The 7 main criteria categories included: financial resources, executive and equipment capacity, technical and planning capacity, experience, good track record, key staff and were identified to a specialized certificate. The Shannon entropy method has been used to determine the weight of the criteria. The criteria for experience, technical capacity and planning and key employees with weights of 0.17432, 0.17136 and 0.16879 are ranked first and third respectively, with the highest weight and most important criteria for selecting contractors. The results showed that the ranking in the Marcos model has the best ranking option, the optimal performance of which is the most. Thus, the Fourteenth contractor ranked first with a value of 0.8931 and the fifteenth contractor ranked second with values of 0.8667 were also selected as the top contractors. Comparing the results of Marcos and Copras showed that both methods correspond to each other, which can also be assured of the results of the Marcos model.The possibility of considering a set of criteria while maintaining the sustainability of the method is one of the advantages of the Marcos model. Therefore, it can be used in an efficient way with simple and accurate calculations for ranking.
