ارائه یک مدل بهینه‌سازی چند هدفه زمان-هزینه-کیفیت برای مسئله برنامه‌ریزی پروژه و تخصیص نیروی انسانی با در نظر گرفتن شایستگی

چکیده

امروزه اطلاعات و دانش با زندگی بشر چنان درهم آمیخته شده است که عصر حاضر را عصر اطلاعات نامیده‌اند. در این شرایط نقش انسان در سازمان و نوع نگاه به او، سهم بسزایی در موفقیت یا شکست سازمان خواهد داشت. با آغاز هزاره سوم، هر روز نقش منابع انسانی پررنگ‌تر شده و اکنون از آن به عنوان تنها عامل کسب مزیت رقابتی پایدار یاد می‌شود. همچنین با توجه به تحولات شگرف در حوزه مدیریت منابع انسانی، برنامه‌ریزی منابع انسانی مبتنی برشایستگی‌ها جایگاه ویژه‌ای پیدا کرده است. از اینرو در این مطالعه مسئله زمان‌بندی پروژه با در نظر گرفتن منابع چندمهارته و شایستگی نیروی انسانی مورد بررسی قرار گرفته است. بدین منظور یک مدل بهینه سازی چندهدفه یکپارچه زمان‌بندی پروژه و تخصیص نیروی انسانی شامل حداقل‌سازی زمان تکمیل پروژه، حداقل‌سازی هزینه اجرای پروژه و حداکثر سازی سطح کیفی پروژه ارائه شده است. برای حل مسئله به طور دقیق، یک مدل برنامه‌ریزی ریاضی عدد صحیح مختلط توسعه داده شده و در نرم افزار GAMS پیاده سازی شده و با استفاده از رویکرد اپسیلون محدودیت حل شده است. همچنین برای حل مسئله پیشنهادی در ابعاد بزرگ، یک الگوریتم ژنتیک با مرتب سازی نامغلوب (NSGAII) توسعه داده شده است. صحت سنجی الگوریتم پیشنهادی با مقایسه نتایج بدست آمده از آن با حل دقیق انجام گرفته است. نتایج بدست آمده حاکی از عملکرد صحیح الگوریتم فراابتکاری پیشنهادی بوده طوریکه می‌توان از آن برای حل مسائل در دنیای واقعی بهره برد.

چکیده [English]

Today, information and knowledge are so intertwined with human life that the present age has been called the information era. In this situation, the role of human in the organization and the way of looking at him/her will have a significant contribution to the success or failure of the organization. The role of human resources is becoming more and more prominent and it is now mentioned as the only factor in gaining a sustainable competitive advantage. Furthermore, due to dramatic developments in the field of human resource management, competency-based human resource planning has found a special place. In this study, a project scheduling problem considering multi-skilled resource and manpower competency is investigated. To do this end, an integrated multi-objective optimization model of project scheduling and human resource assignment including total completion time and execution cost minimization and project quality maximization is presented. To solve problem exactly, a mixed-integer programming model is developed and then solved by ε-constraint method in GAMS software. As the proposed model is NP-hard, a non-dominated sorting genetic (NSGA-II) algorithm is developed to solve the large scale problem. Furthermore, in order to validate the proposed algorithm, its results compare with exact method for instance problem in small scale. Results indicate that the proposed algorithm is outperformed and it can be used for real case problems.
