بررسی آسیب ها و چالش‌ های شیوع ویروس کرونا بر پروژه های فعال در صنعت ساختمان و ارائه راهکارهای مدیریت ریسک

چکیده

همه گیری ویروس کرونا علاوه بر گرفتن جان شمار زیادی از انسان‌ها و تحمیل هزینه‌های سنگین در حوزه سلامت، فعالیت طیف گسترده‌ای از کسب و کارهای مرتبط با صنعت ساختمان را نیز با رکود مواجه نموده و صنعت ساختمان را دچار آسیب‌ها و چالش‌های متعددی کرده است که قطعا پیامدهای اقتصادی و اجتماعی گسترده‌ای را برای کشورهای جهان به دنبال دارد، لذا بررسی این چالش‌ها و ارائه راهکارهای مناسب در زمان بحران و همه گیری این ویروس، از اهمیت بالایی برخوردار است. دراین تحقیق، ابتدا با انجام مطالعات کتابخانه‌ای، فهرستی از آسیب‌ها و چالش‌های شیوع ویروس کرونا بر پروژه‌های فعال در صنعت ساختمان تهیه شد و از طریق پرسشنامه مبتنی بر طیف لیکرت، نظر خبرگان حوزه مدیریت پروژه در شهر کرمان جمع‌آوری و در نرم‌افزار SPSS تجزیه‌وتحلیل شد، سپس ماتریس مقایسات زوجی بر مبنای اعداد فازی مثلثی تکمیل و با استفاده از نرم افزار Super Decision اولویت بندی شاخص‌ها و زیرشاخص‌ها صورت گرفت، سپس ماتریس تصمیم به روش چندشاخصه ای تاپسیس فازی، بر مبنای معیارهای "میزان تاثیرگذاری"، "درجه اهمیت" و "امکان جلوگیری از آسیب" تشکیل و با استفاده از پرسشنامه مربوط، آسیب‌های شناسایی شده رتبه بندی شدند و در نهایت به ارائه راهکارهای مدیریت ریسک‌ از طریق پاسخ مناسب، پرداخته شده است، براساس یافته‌های تحقیق، آسیب های مربوط به «چالش‌های مالی»، «چالش‌های بهداشتی»، «چالش‌های کاری و سازمانی» و «چالش‌های زمانی و زمان‌بندی» به ترتیب بیشترین میزان تاثیر را بر پروژه‌های فعال در صنعت ساختمان داشته است.

The COVID-19 pandemic has caused numerous damages and challenges in the construction industry, in addition to taking a significant number of human lives and imposing heavy costs in the healthcare sector. These damages and challenges have undoubtedly resulted in extensive economic and social consequences for countries worldwide. Therefore, examining these challenges and providing appropriate solutions during times of crisis and widespread virus transmission is of utmost importance. In this research, a list of damages and challenges associated with COVID-19's spread on active construction projects was first compiled through library studies. Then, using a Likert-scale questionnaire, the opinions of project management experts in Kerman city were collected and analyzed in the SPSS software. The triangular fuzzy number comparison matrix was completed and the prioritization of indicators and sub-indicators was performed using the Super Decision software. Finally, the decision matrix was formed based on the multi-criteria TOPSIS fuzzy method using the criteria of "impact level," "importance degree," and "preventability of damage." The identified damages were ranked using the relevant questionnaire, and ultimately, risk management solutions were provided through appropriate responses. Based on the research findings, damages related to "financial challenges," "health challenges," "work and organizational challenges," and "time and scheduling challenges" had the most significant impact on active construction projects, respectively.
