Performance Evaluation of Employees Using Dynamic Systems Modelling: A Case Study of Tabriz Metro

Abstract
Organizations in each region have limited financial, human, and time resources to meet local needs, so they always strive to use these resources optimally. These assets include land, machinery, skilled workforce, technology, and more. Among these resources, skilled human capital is one of the most valuable assets in an organization. The quality of an organization's projects reflects the high knowledge and skills of its expert workforce. Therefore, identifying factors that influence the performance of skilled human resources is crucial. In this research, after identifying effective criteria through literature review, library studies, and in-person interviews, a questionnaire was developed. Then, using the theory of system dynamics, from the data obtained from the questionnaire, the effective factors on the motivation of the employees of the Tabriz metro were identified, and by using the dynamic system simulation tool and Vensim software, a model for policymaking in the field of human resource efficiency, improving the performance of construction companies and their employees was presented. In addition to examining the unique impact of each motivational factor, their interdependent effects were also analyzed, with various relationships presented. Results show that among motivational factors, employer motivation significantly enhances performance. With this modelling approach, company managers can focus financial and time investments to achieve optimal results.
