Prioritization, credit allocation for asphalt pavement maintenance based on multi-criteria decision-making methods (Case study: Malayer city)

Abstract
The most important goals of road management include the use of organized approaches to make decisions within a suitable and specific framework, assessing the condition of roads, and determining the budget and resources required. It also involves choosing appropriate standards for road maintenance and designing related activities, optimal allocation of resources and facilities, and continuous review of policies, standards, and the impact of activities. The timely diagnosis of adverse pavement conditions is a crucial issue in pavement management, and various models have been considered for it in the past. Among the most important indicators in this field are PCI, IRI, and PSR, which reflect the quality of the pavement with a numerical value representing its overall condition. These indicators only indicate the deterioration of the pavement, and there is no index that encompasses all factors, such as traffic volume and user plans for road maintenance. Despite the limited budget in the country, prioritizing the allocation of funds for road maintenance is a very important issue. For this purpose, this research employs AHP methods to present a model aimed at investigating the simultaneous effects of PCI, as one of the indicators for evaluating pavement damage, road traffic volume, road utility value, and road social importance for prioritizing road maintenance and repair. The arterial roads of Malayer city have been selected using these methods to prioritize the repair and maintenance of asphalt pavements. The results of the sensitivity analysis show that although some roads had poor conditions and lower PCI, they were not prioritized for maintenance. This issue indicates that relying on a single criterion cannot provide a correct analysis of the condition of existing roads.
