Modeling the obstacles to the implementation of knowledge management in civil construction projects, a case study: two regions of Ahvaz municipality

Abstract
Among the issues and problems in civil construction projects in Ahvaz municipality is the lack of use and implementation of knowledge management in these projects, which in many cases leads to failure or delay in the implementation of these projects. The present research has been carried out by identifying the obstacles to the implementation of knowledge management in civil construction projects in the two municipalities of Ahvaz, from the point of view of experts and experts. This research has been done in terms practical purpose and in terms of methodology in a qualitative-quantitative way. In the qualitative part of the information, theoretical saturation was reached through interviews with 5 experts who were purposefully selected, and the method of analyzing the content of four indicators (management-structural, cultural, economic and infrastructural) was identified. During targeted sampling, 40 experts and experts have been selected. Then, in the quantitative section, using MARCOS multi-criteria decision-making, the weight of the criteria has been discussed with the hierarchical analysis method, and the sub-criteria prioritization has been discussed using ISM structural-interpretive modeling. The results of the Marcus model showed that among the obstacles affecting the implementation of knowledge management in civil construction projects in the two municipalities of Ahvaz, the cultural index with a score of 2.370 is the highest, and the economic index with score of 0.538 is the lowest. It is said that the implementation of knowledge management in civil construction projects in the two municipalities of Ahvaz has had the least impact. Also, the results of the interpretive structural modeling showed that all the sub-criteria of cultural and managerial-structural barriers are among the linked variables that have a high power of influence and dependence. But infrastructure and economic indicators have a weak influence and dependence and accept the least influence from key and linked factors.
