Development of a fuzzy evaluation system to determine the effectiveness of incentive policies influenced on the promotion of green buildings

Abstract

The main idea of developing green buildings is based on the construction of environmentally friendly buildings and energy conservation and sustainable development. Although the concept of green building alone can open the way to achieve such goals, a mechanism for its implementation must also be provided. Therefore, identifying and evaluating the necessary incentives for the development of green buildings has a key role. The main goal of this paper is to evaluate the effectiveness of the incentive measures (policies) influenced on the promotion of green buildings. By reviewing and summarizing the results of the research literature to identify relevant policies in the field of green construction based on different phases of the project's life cycle, a database consisting of 6 major goals and 42 incentive actions (policies) effective on the promotion of green buildings was identified. By developing the comprehensive fuzzy evaluation method and forming the policy-action matrix, policies and policies were evaluated in the direction of further development of green buildings. The results showed that regulatory measures play an important role in all five phases of the life cycle of green buildings. However, it should not be overlooked that due to the obstacles created by regulatory policies for the future green building market, these policies may not be the best approach for green building development. Incentive measures such as financial incentives for the decision-making stage of development, improvement of technical standards and evaluation system, and conversion to an integrated design model in the market and technology are ranked higher than regulatory policies. The results of the present research provide a clear understanding of the adoption of effective incentive policies on the promotion of green buildings.
